Performance-Based Evaluations (Other Teacher Level, BTU (PSRP), FOP, L44)
Evaluation purpose
Baltimore City Public Schools is committed to authentic employee evaluations grounded by accurate observations of practice and meaningful feedback. We recognize the importance of each employee receiving feedback on their performance and impact and being recognized for the role they play in support of our students and families.
From the professional development goals set in an employee’s Individual Development Plan (IDPs) to the feedback they receive during a conference with their evaluator, steps in the evaluation cycle can be one part of an employee’s personalized learning and support during this school year.
Performance-Based Evaluations
While important feedback is shared and expectations are reinforced in milestones across the year, the employee evaluation ratings for these employees are based on the completion of the rubric of their annual evaluation form and the scores submitted electronically at the end of the year.
Yearly evaluations and other conference forms for the following employees can be assessed and completed in the CHARM platform:
BTU-affiliated employees in other teacher-level roles or related service providers
BTU-affiliated employees in the PSRP chapter
FOP-affiliated employees
Local-44 affiliated employees

For BTU Other Teacher Level and Related Service Providers, the deadline for Annual Evaluations with overall ratings of unsatisfactory is May 1, 2025.
There is a task deadline and often a later date for electronic evaluation forms when electronic access to the forms will close. This gives some time for evaluators and employees to ensure information has been entered into CHARM, review, and add comments or attachments as needed.
GCO-RF outlines a 30-day calendar window to ensure accurate information in the electronic system. After the electronic system closes, please contact the Office of Human Capital or your evaluator within this 30-day window if you realize information needs to be updated. Note that if a deadline falls on a weekend or holiday, it will be moved to the next workday.

Do you need help navigating CHARM?
All employees and their evaluators complete steps in the evaluation process electronically in CHARM. This is part of the district’s modernization in platforms and resources.
