Baltimore City Public Schools is committed to maintaining a principled working and learning environment. If you feel that someone who works for City Schools is acting in an illegal or inappropriate manner, you should bring the matter to our attention. 

Examples of illegal or inappropriate conduct include:

• Theft, fraud, or other dishonesty

• Violence or threatening behavior

• Discrimination

• Harassment

• Substance abuse

• Safety issues

• Fraudulent accounting or financial reporting

• Violations of City Schools policies or procedures

• Violations of applicable laws, regulations, policies, or procedures

• Retaliation for reporting illegal behavior or participating in an investigation

Board Policy GBEBB and Administrative Regulation GBEBB-RA govern staff conduct with students. The relationship between students and staff of City Schools must be of a professional nature at all times. The Board requires that all staff maintain the highest professional and ethical standards in promoting respectful relationships with City Schools students that are conducive to an effective and safe learning environment. The Board expects that staff act as role models for students at all times, whether on or off school property, and whether during or outside of school hours.

Board Policy JLF and Administrative Regulation JLF-RA govern child abuse and neglect. All employees and service providers are obligated to make a report of any suspected abuse or neglect of a child regardless of whether the alleged victim is personally known by the reporting individual or not. The responsibility to make the report rests with the first employee or service provider who is informed of or suspects abuse or neglect. If an individual is unsure of what to do or needs assistance in making the oral and/written reports, he/she should immediately contact a supervisor or administrator. Any additional employee or service provider who suspects the abuse or neglect must make an oral and written report.

To express concern about or report suspected illegal or inappropriate activity on the part of a City Schools employee, you can:

• Submit a report online. The service is anonymous, safe, reliable, convenient, and available 24 hours a day.

The OIG Hotline is available for anyone who knows of or suspects fraud, waste, abuse, mismanagement, or violations of laws and regulations involving U.S. Department of Education funds or programs. This includes allegations of suspected wrongdoing by Department employees, contractors, grantees, schools and school officials, persons in positions of trust involving Department funds or programs, collection agencies, recipients of student financial assistance, or lending institutions.
